CREP Africa Applauds Government’s 20% Rural Teacher Top-Up
CREP Africa welcomes the government’s decision to introduce a 20% salary top-up for teachers posted to rural and deprived communities and considers the policy timely, strategic, and necessary in addressing persistent inequalities within Ghana’s education system.
For many years, rural and hard-to-reach communities have experienced chronic teacher shortages, high attrition rates, and weak learning outcomes largely due to the unattractive nature of postings in such areas. This intervention directly confronts one of the major barriers by improving teacher motivation and welfare, and is therefore expected to enhance deployment, retention, and overall teaching quality.
CREP Africa believes this policy marks an important step towards narrowing the rural–urban education gap and ensuring that children in underserved communities enjoy equal access to quality education, in line with national development goals and constitutional guarantees.
However, CREP Africa emphasizes that financial incentives alone will not be sufficient to achieve sustainable impact. There must be parallel investments in decent accommodation, safe working conditions, access to healthcare, reliable transportation, and improved school infrastructure. Without these complementary measures, the long-term effectiveness of the policy may be limited.
CREP Africa calls for transparent implementation, clear operational guidelines, prompt and consistent payment systems, and continuous monitoring to ensure that the policy achieves its intended outcomes.
